Prior to the establishment of Norecopa, the Norwegian Food Safety Authority funded a temporary platform for the 3Rs in 2005-6. This work was carried out by the Norwegian School of Veterinary Science (NVH) and is described on the website of the Laboratory Animal Unit.

The AGM approved Norecopas first Activity Plan in June 2008. The Board updated this in 2009 and this new Plan was approved by the AGM in June 2009. All minutes from Board meetings, AGMs and scientific seminars can be accessed here.
Animal welfare in fish research
Norecopa cooperates closely with the Norwegian Research Council (NFR) on the subject of fish welfare. A 100-page report on research needs within the welfare of fish used in research was produced in 2009.
Resources for implementation of the 3Rs
Norecopa has petitioned for more funds from the Ministry of Agriculture and Food and from the Ministry of Fisheries and Coastal Affairs to enable it to achieve more targets. In these petitions, Norecopa has pointed out the need for a state-financed, politically independent, fund for the 3Rs. Such a fund was suggested by the parliamentary Standing Committee on Business Affairs in 2003 when a Government Paper on animall welfare was debated.

New Animal Welfare Act
Norecopa wrote a statement for the public hearing in February 2008 on the draft of the new Animal Welfare Act that came into force on 1 January 2010. Norecopa is mentioned several times in the proposition from Odelsting (the lower house in Parliament). Norecopa presented its views on the new Act during the open hearing organised by the Standing Committee on Business Affairs on 22 January 2009.
